Changes to the 2006 International Building Code
September 2006 - Lake Buena Vista, Florida
CHANGE CODE SECTION SUMMARY RECOMMEND COMMENTS
E1 1001.1 Makes the statement that components of chapter 10 which are not required for egress are not required to comply with the chapter D Some provisions of chapter 10 are necessary for safe use of components whether required for egress or not
E2 1001.4 Requires emergency planning and preparedness per the Fire Code D Not appropriate for a construction code
E3 1002.1 Adds unnecessary language to "accessible means of Egress" D
E4 1002.1 Adds text to bleachers, grandstands, etc. consistent with ICC 300 AS Appropriate change
E5 1002.1 Defines "level of exit discharge" as a story not a plane AS In the 33 instances of use in the code it is interpreted as story
E6 1002 Defines "Flight" as "a run of stairs between landings" AS The term is used in the code
E7 1002.1 Defines the term "walking surface" D Unnecessary change
E8 1003.2 Adds ramps to the exceptions for 7'-6" ceiling height AS Seems appropriate, similar to stairs
E9 1003.2 Deletes Section1003.2 ? Proponent is correct it is redundant, but not sure it hurts anything to leave as is.
E10 1003.3 Requires aisles in electrical and mechanical rooms to be striped where the 80" minimum headroom is maintained D Does not appear necessary.  Do all parts of the floor with over 80" get striped?
E11 1003.3.2-1003.3.4 Allows projections into egress width at stairs and ramps only on the run of the stair or ramp (not at extensions) ?
E12 1003.8 Moves requirements for access to rooftop equipment to the egress section D Proponent makes a good point that building construction related items should be in the IBC and not in the IMC, but I'm not sure it is an egress issue.
E13 1004.1 Changes the application of the section for determining occupant loads for all purpose, not only egress D Not necessary
E14 1004.3 Requires occupant load posting for E uses AS OK
E15 1005.1 Changes "capacity" to "width" D Egress width and capacity are not interchangeable.  50% of the width of a stair is not the same as 50% of the width of a door with regard to capacity.
E16 1005.1 Revises table to say "not permitted" for H1-H4 occ. and I-2 occ. AM The values in the table are intended to be egress width per occupant.  "Not permitted is not aproper answer to egress width in the table. "NA" is more appropriate.
E17 1005.2 Discounts the encroachment of hardware on required egress width. D Contrary to the proponents statement, hardware has been considered when considering door encroachments
E18 1005.2, 1014.4, 1017.2, 1021.2, 1024.5 Clarifies door encroachment allowances in 1005.2 and then refers to this section from other sections with the same language.  AM Most of the change seems appropriate, except not sure why handrails are included with regard to door encroachment.
E19 1007.1 Alludes to other sections of the code for accessible means of egress D Awkward language, sounds as if all sections of Chapter 10 apply to handicap.
E20 1007.1 When two accessible means of egress are required, requires that they be remote per 1015.2 AS Appropriate change
E21 1007.1 Changes exception to 2 accessible means of egress for assembly seating with sloped floors. D Not sure where stepped aisles fits into accessible means of egress.
E22 1007.2 Inserts 1018 for 1020 and 1023 in requirements for continuity and components of accessible means of egress AS Seems appropriate
E23 1007.2, 1007.3, 1007.6, 1007.6.2 Reorganizes some exceptions for accessible means of egress AS Seems an appropriate change
E24 1007.3 Removes the requirement for area of refuge in any stair within a sprinklered building ? Has changed back and forth a few times
E25 1007.3, 1007.4 Removes the requirement for area of refuge in any stair or elevator within a sprinklered building ? See E24
E26 1007.3 Area of refuge or horizontal exits not required where all portions of the means of egress are "essentially open to the outside" D Not sure why horiz. exits were included and "essentially open to the outside" is vague language
E27 1007.4 Adds exception to area of refuge to accessible egress elevators for those not enclosed in a shaft and those where "essentially open to the outside" D Same vague language
E28 1007.3, 1007.4, 1007.7 First part eliminates area of refuge for smoke protected seating D Should probably read "when serving smoke protected seating".  The last part of the change could be a logistical problem
E29 1007.3 Exempts R-2 from requirement for area of refuge D Proponent makes the argument that the sprinklered apartments serve as areas of refuge.  Unrealistic expectation for emergency service personnel to attempt to determine which apts need handicap assistance
E30 1007.3 Allows exception for area of refuge for unenclosed stairs in buildings protected by NFPA 13R systems AS Provisions of NFPA 13R  for common areas are as required for NFPA 13.
E31 1007.6 Deletes maximum travel distance required to an area of refuge ? Proponent makes a good argument about the travel distance requirement greatly increasing the number of accessible means of egress required in larger buildings, but should travel distance be unlimited to an accessible means of egress?
E32 1007.6, 1007.6.2,  Refers to 707.14.1 for elev. Lobby AS Seems like appropriate change
E33 1007.6 Similar to E32 ? Listen to testimony to determine in E32, E33 or E34 are appropriate
E34 1007.6 Similar to E32 ? Listen to testimony to determine in E32, E33 or E34 are appropriate
E35 1007.6 Similar to area of refuge exceptions for 1003.3 AM Exception 1 should read "an area of refuge serving a stairway"
E36 1007.6.2 Allows a smoke partition instead of a smoke barrier at elevator lobbies AS Seems like appropriate change
E37 1007.6.2, 1007.6.5 Excludes smoke barriers around ares of refuge for smoke protected seating ?
E38 1007.8.4 Requires directions to be posted at exterior areas of refuge.  Also adds requirements in the IFC to include assisted rescue in evac. And fire safety plans AM Appears OK except requirements for posting may lead occupants to re-enter the building in an emergency.
E39 1008.1.1, 1008.1.4, 1008.1.5, 1008.1.5.1, 1008.1.6, 1008.1.7, 1008.1.8, 1003.5 Appears to reconstitute language only ? Necessary?
E40 1008.1.1.1 Adds exception for door closers and door stops  as projections into clear width AS Appropriate change
E41 1008.1.2 Allows manual sliding doors for areas with occupant loads of 10 or less AS  Was part of BOCA code
E42 1008.1.2 When a pair of doors swing in opposite directions, the panel on the right must swing in the direction of egress AS Appears appropriate
E43 1008.1.2, 1008.1.3, 1008.1.3.1 Adds subsection numbers to current text and makes minor clarifications AS Seems appropriate  Will require re-numbering of subsequent sections since 1008.1.3 currently exists.
E44 1008.1.3.1 Adds language to revolving doors stating that they may not be used as part of an accessible route D Not necessary
E45 1008.1.3.4, 1008.1.8 Deletes 1008.1.3.4 "Access controlled egress doors" and adds simplified language to 1008.1.8 for electrically locked egress doors AS Simplified language appears appropriate
E46 1008.1.3.5 New section includes same language as second part of E45 put leaves 1008.1.3.4 D In favor of E45
E47 1008.1.8.3 Adds a number 5 to doors permitted to be locked from the egress side, where fire doors lock after minimum temperature is reached disabling the unlatching mechanism D Not sure where this type of mechanism is used  or why we would consider allowing it in an egress door.
E48 1008.1.8.3 Allows doors to be locked for some I2 uses where clinical needs require security provisions for their safety provided staff can readily open the doors D Language leaves too much to interpretation.  Delayed egress locks are still an option.
E49 1008.1.8.6 For delayed egress locks adds text after "capable of being unlocked from a fire command center" if present or signal by emergency personnel from a location inside the main entrance" D Contrary to the statement by proponent, this will increase costs, this will require remote unlatching of delayed egress locks.  Current text only requires remote unlatching when a fire command center is present (high -rise)
E50 1008.1.8.6 Delayed egress locks - delete in item 4 "not more than 15 lbs" add "15 lbs or greater"  D Proponent has interpreted the text incorrectly
E51 1008.1.8.6.1 New section allowing delayed egress locks as provided in 1008.1.8.6 to be locked in certain I2 uses without delayed release if a keypad is provided D Too much reliance on staff to open all egress doors in an emergency.
E52 1008.1.8.7 New section similar to1008.1.3.4 for all doors (not just main entrance doors) AS Appears to require the hardware to operate in the direction egress when hardware is operated
E53 1008.1.8.7 Adds "when discharging to the exterior" to exception1 to clarify when stair doors may be locked from the non-egress side AS OK
E54 1008.1.9 Adds that assembly areas with occupant loads >= 50 regardless of occupancy classification will have panic hardware AS Proponent makes a good argument
E55 1009.1, 1009.3 Adds a scoping section for stairs D Text may be interpreted that provisions do not apply to non-egress stairs
E56 1009.1,1010.5.3, 1012.7 Changes minimum stair width to 35" measured between handrails D Not convinced this change is necessary
E57 1009.3, 1009.3.1 Reconfigure tread and riser exception for R3 and R2 dwelling units to include accessibility requirements AS Seems appropriate
E58 1009.3, 1009.3.3 Primary change rearranges nosing requirements AS OK change
E59 1009.3, 1009.4, 1009.4.1, 1009.4.2 Creates the term "walk line" to stair requirements D Not convinced this series of changes and new terminology is necessary
E60 1009.3.2.1 Adds a requirement for visual contrast on all stair treads D Certainly will be undesirable in dwelling units
E61 1009.9.3 Adds exception 3 allowing openings in solid risers to not be more than 1.5 " D  Contradiction  of terms "openings" in "solid" risers
E62 1009.3.3 Exempts solid risers for spiral and alternating tread stairs AM OK for alternating tread stairs because of their limited application. Contrary to proponent's statement, spiral stairs are used quite often in residential occupancies
E63 1009.3.3 Permits open risers in F, H and S occupancies except areas accessible to the public AS Good change
E64 1009.4 When stair landings include wheelchair spaces they shall not encroach on required width As Seems to be an appropriate change
